Guiding and Advisory Committees

Project Steering Committee (PSC): An inter-ministerial Project Steering Committee (PSC) has been established to review the overall progress of SIBDP 2100 project and provide policy guidelines to the project. It will also extend technical support to the DGC. According to the composition of PSC, the Senior Secretary/Secretary of Planning Division is the Chairperson.

The Terms of Reference of the PSC is as follows:

  • Review overall progress of project implementation 
  • Suggest necessary policy guidelines
  • Provide guidance to setup working groups in every ministry to monitor the implementation of the BDP 2100
  • Review functions related to monitoring and evaluation of the BDP 2100 in collaboration with the respective ministries 
  • Review the list of indicators related to result based monitoring and evaluation as described in the BDP 2100 and provide recommendations to incorporate new monitoring indicators for performance evaluation, with suggestions regarding necessary revision and modifications, as and when necessary
  • Provide technical support to Delta Governance Council
  • The committee will sit at least twice a year

Technical Advisory Committee (TAC): A Technical Advisory Committee (TAC) has been established to review the overall progress of SIBDP 2100 project and provide necessary technical guidance and advice for proper and effective implementation of the project. This committee will be headed by the Member (Senior Secretary), GED, Bangladesh Planning Commission, while representatives from the Embassy of the Kingdom of the Netherlands (EKN), and Team Leader/Deputy Team Leader of the project are the members.

The Terms of Reference of the TAC is as follows: 

  • Provide technical support for smooth implementation of the BDP 2100
  • Provide strategic technical advice and policy feedback to the PMU of SIBDP 2100 and GED
  • Review all technical reports generated under the project
  • Review and provide comments on the work plan
  • Provide comments on quality control of documents prepared by the consultants 
  • The committee may co-opt any member(s) as deemed necessary

Project/Program Selection Committee (PPSC): The Project/Program Selection Committee (PPSC) is a coordinating committee to facilitate specific project / program selection for inclusion in the Annual Delta Investment Program. This committee will be chaired by the Member, GED, Bangladesh Planning Commission.

Commission. The committee, among others, has the following functions: 

  • Review the draft of the Annual Delta Investment Program prepared by the Delta Wing of the GED, and facilitate selection of projects and programs for inclusion in the Annual Development Program; 
  • Make decisions regarding finance and approval of the Annual Delta Spending Program in line with the Delta Fund ensuring funds for infrastructure, operations and maintenance (O&M), research, capacity building, and institutional development; 
  • Recommend and approve revisions and modifications in the Annual Delta Investment Program and the Annual Delta Spending Program ensuring multi-year project financing.

Project Implementation Committee (PIC): A Project Implementation Committee (PIC) has been established to provide necessary technical guidance and advice for proper and effective implementation of SIBDP 2100 project and will be headed by the Chief, GED, Bangladesh Planning Commission.

The Terms of Reference of the PIC is as follows:

  • Continuously guide and monitor the activities of the PMU
  • Review of overall implementation progress of the project
  • Approve work plan of the PMU and monitor the progress accordingly 
  • Arrange meetings and consultations with stakeholders, both in national and regional levels, to discuss the implementation monitoring and evaluation of the project
  • Provide recommendations, if necessary, to reassess the priority areas and overarching goals of Delta Plan in light with the global economic scenario 
  • To provide necessary technical support to PSC
  • The committee may invite any representatives/specialists from concerned ministries/agencies
  • PIC can co-opt members as deemed necessary 

Bangla-Dutch Inter-Governmental Committee (IGC): An Inter-Governmental Committee (IGC) was formed during the implementation of Bangladesh Delta Plan 2100. The committee of IGC consists of representatives from both Bangladesh and the Netherlands.

Embassy of the Kingdom of the Netherlands (EKN): Embassy of the Kingdom of the Netherlands (EKN) is closely involved in the formulation of BDP 2100 and supports the implementation and financing of SIBDP 2100 project in conjunction with the GoB. EKN has contracted and guides the Technical Assistance (TA) Team via coordination meetings or otherwise in the performance of SIBDP tasks. Besides, EKN has a coordination linkage with GED and IGC.


Network of Focal Points: The SIBDP 2100 project has already established a network of 25 focal points from Delta-related implementing ministries, divisions, and agencies. This network includes senior-level officials of implementing organizations and ensures effective day-to-day coordination at the operational level.
